The National Platform for Ecosystem Services (NPES)
The National Platform for Ecosystem Services (NPES) is being developed as one of the deliverables of the One Nature Project. The NPES promotes the exchange of information and sharing of experience in the evaluation and use of the ecosystem services concept in decision-making, planning and other areas. The Platform is composed of a wide range of stakeholders who were already approached within the process of consultations and seminars
- For the duration of the One Nature Project, the NPES is in a "validation" phase while a common view is being sought and united across different actors and sectors. We suppose that in the future NPES will become an advisory body of the Ministry of Environment with the long-term goal of ensuring systematic cooperation between public administration, experts, educational institutions, NGOs, interest or professional organisations in the field of ecosystem services provided by the Czech nature and landscape.
- The NPES activities within the One Nature Project are ensured mainly by representatives of the Global Change Research Institute - CAS (CzechGlobe) and the Ministry of Environment in cooperation with other Project partners.
- The first founding NPES meeting took place on 4 October 2022 at the Czech Academy of Sciences in Prague.
The aim of NPES is to create a space for information exchange and experience sharing, to support policy and strategy development, to coordinate international cooperation and to contribute to the development of the research and application agenda. The NPES agenda headings and visions set out at the first founding meeting:
Space for information exchange and experience sharing
- Information exchange and experience sharing in the field of ES evaluation, mutual informing about ongoing projects in the area of ES evaluation and networking between them;
- NPES concentrates activities aimed at a system of national EC evaluation and methodological and evaluation standards for the EC;
- NPES will systematically introduce a mechanism to improve cooperation between experts and public administrations, e.g. through networking, establishing and maintaining communication channels, fostering mutual discussion and sharing experiences.
Supporting decision-making and policy and strategy development
- NPES provides inputs for the development of strategic and conceptual documents such as the Biodiversity Protection Strategy, the State Programme for Nature and Landscape Protection, the Strategy for Adaptation to Climate Change in the Czech Republic, the Environmental Security Concept and other sectoral and cross-cutting documents;
- NPES supports the inclusion of ES in decision-making processes and assessments such as SEA, EIA, RIA and others;
- Possible support for the preparation of ES evaluation reports in connection with sectoral reporting;
- The Platform provides methodological support and prepares expert statements on the integration of ES into the activities of the MoE in particular, and possibly other ministries.
Coordination of engagement in international ecosystem services processes
- NPES coordinates participation in international platforms and processes such as the Ecosystem Services Partnership (ESP), Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES);
- Coordinating and evaluating the progress in areas of international cooperation in ES evaluation, such as MAES (Mapping and Assessing Ecosystems and their Services in the European Union) or SEEA EA (Ecosystem Accounting);
- The NPES´s registration in the ESP as a National Network will be prepared in the course of 2023;
- NPES aims at effective support of international processes and their consideration in the conditions of the Czech Republic.
Support for research and application programmes
- Cooperation and coordination of the development of research programmes in the field of ES evaluation;
- Cooperation with the MoE and individual ministries in the preparation of background papers and documents integrating the ES into research and development
- Supporting the application of research project results in practice;
- A group to ensure the potential use of project results during the One Nature Project;
- A network of stakeholders that can be used for national and international projects such as LIFE One Nature IP or Horizon Europe SELINA (Science for Evidence-based and sustainable decisions about natural capital), etc.
